well it shows that he is definitely into you. a guy who is constantly making small talk is a good sign. It might just be his personality which stops him from asking you out. I agree that maybe you should ask him out, worst comes to the worst you end up as mates but, sometimes, guys are just as timid as girls when it comes to asking them out. good luck!
