Sailor Moon?

The sailor quartet will definitely be Small Lady's guardians: Sailormoon's manga states it very clearly. Outers instead, I think, should protect not the Serenities but the Realm and his borders from external invasion: if I remember well, I recall they said something like that in the anime.
