Why is 'Y' sometimes a vowel but also sometimes a consonant? ?

Stupid question I know but I want to know why the letter y is sometimes a vowel - but other times a consonant. Is it just how its used or maybe even just how its pronounced? Can someone give me some examples to help explain this to me?
